Citizens and companies demand a digital government. In addition to making local people´s lives easier, it makes the public administration more transparent and efficient. Argentina has already started the journey, although the journey is very long.
The digitalization of the State structure benefits both citizens and businesses, providing better functioning of public entities and greater convenience when doing paperwork and take turns online through the use of Information and Communication Technologies (ICT).
Meanwhile, those responsible for public administration help them strengthen the bond with residents and create a reliable environment.
In this context, the Organization for Economic Cooperation and Development (OECD) and Andrés Ibarra, deputy chief of the Cabinet of Ministers and Secretary of Government Modernization of the Nation, presented the Digital Government Review in Argentina at the end of 2018.
In this document, the OECD observed a great advance in the matter of devolution and coordination among public sector organizations and highlighted the implementation of the Electronic Document Management System (EDM) that works in 100% of the national ministries.
In addition, the text highlights that the platform is implemented in more than 170 dependencies and fully digital procedures. At present, the GDE is working in the City of Buenos Aires; in the provinces of Buenos Aires, Catamarca, Mendoza, Neuquén, Río Negro, Santa Fe and Tierra del Fuego; 19 municipalities and 40 consulates.
All over the country
At the national level, the Ministry of Modernization revealed to iProUP that more than 1,300 transactions can now be done online at tramitesadistancia.gob.ar.
The platform has more than 2 million files tracked. On average, a procedure initiated under this system delays 55% less.
So far, 2,085,000 have been completed with a dossier of a total of 3,460,000 initiates (the difference corresponds to proceedings without a file because the citizen did not complete the required information or saved it in draft to be completed later).
From the portfolio directed by Andrés Ibarra they reveal that the most used procedures are:
- Renewal of Web Domains: Registration of common domains of Internet.com.ar
- Automatic registration of the Single Registry of the Ministry of Production
- Certifications of marketable products
- Exception and Registration Provider (SIPRO) - Legal Entities
According to sources of the Ministry, "the platform Trámites to Distance" (TAD) is a tool of the State so that the Argentineans do not have to spend time and energy in bureaucratic questions and can focus in carrying out their project or to realize an emprendimiento ".
On the other hand, "Ventanilla Única de Comercio Exterior" has already digitalized more than 200 export and import related transactions. This allowed a reduction of 65% times.
"The procedures that are carried out by entry desk take around 95 days, while those made through the platform take 33", reveal sources of Modernization to iProUP.
In addition, they explain that the internal face of TAD is the Electronic Document Management System (EDM), which works in all national ministries and 168 agencies.
"For the management of this platform, more than 200,000 State workers have been trained", summarizes from the portfolio.
With the aim of going towards a government without papers, the authorities ordered that all documents, communications, files, actions, files, notifications, administrative acts and procedures in general be made in the GDE system.
This platform allows creating, signing, cataloging and managing electronic files with the same legal validity as its paper version.
"This decree seeks to completely banish the role of public administration, allowing all interactions with the State to be digital, faster and simpler," says Ibarra.
"The Electronic Document Management System is working in all national ministries and 168 public agencies, generating savings of more than $ 2,000 million," he adds.
The standard also provides that in cases where the previous legislation provided for the use of "physical" documentation, it will be understood that said requirement is met by the use of digital versions in the GDE system. In case the citizens want to present papers they may do so and the agency must digitize them and incorporate them into the system.
"The excesses of the bureaucracy condemned us to backwardness: the employment that Argentina needs is created from a dynamic and dynamic economy, in which the State is not an obstacle but a facilitator", concludes Ibarra.
Buenos Aires changes
Among the cities that are becoming more popular, the Federal Capital stands out. In mid-2018, it renewed its BA147 platform, which allows neighbors to access information on existing applications so that other citizens can support them.
In this way, the services provided by the Buenos Aires government can be managed collaboratively, such as patching, pruning, lighting, urban hygiene, infrastructure, control and control, among others.
For example, if a citizen asks for the repair of a street, he can share this management with his neighbors to reinforce it, and the more support he gets, the greater priority he will have.
This application will be visible to all the neighbors and they can follow it through the app or the web, as well as having the possibility to upload photos and show the latest status.
The new platform can be accessed in three ways:
- From the BA147 app, which is the most immediate option. It is available in Google Play or Apple Store. The application also allows greater autonomy, since it makes it possible to enter a request from anywhere. Also use the GPS to indicate where the work should be done and the camera to send images.
- Through the web www.gestioncolaborativa.buenosaires.gob.ar.
- The telephone line 147, for an operator to enter their requirement.
From the GCBA they advance that in a second stage the neighbors will also be able to obtain in advance the information of the works that will be carried out in their block, like the openings of sidewalks of the companies of public services or the planned ones by works of the State.
For example, the application will allow to inform in real time if a path was poorly repaired or, if over time, there was a collapse resulting from a poor job.
"The new BA147 platform is part of the City's open government policy, which includes initiatives of transparency, citizen participation and accountability," affirms iProUP Facundo Carrillo, undersecretary of Citizen Demand for Quality and Proximity.
One month after the launch of this app, which allows more than 200 steps, Buenos Aires residents initiated 3,013 orders.
The modality called collaborative management allowed these requests to be reinforced 1,031 times, totaling 4,044 managements, a number almost four times greater than the 1,234 that the City registered in the same period of 2016.
In addition, the GCBA announced that, with the help of an online driver, more than 6,000 residents successfully resolved their traffic infractions through the new tool offered by the Government more than a month after its start-up.
The service works through the official website of the City and Facebook Messenger, and through a smarpthone, PC or tablet.
"Thanks to this, the neighbors solve their faults in 25 minutes on average and from their cell phone, it is a very important improvement that gives people back their time, and we are heading towards a true cultural change in which the virtual and the face-to-face converge as options almost equivalent, enabling self-management and continuous improvement of the services we offer as a State, "Carrillo explains to iProUP.
The smart municipality
In 2016, the Tigre party launched an online service for the neighbor called "virtual agent", which allows questions to be asked in case of doubts or complaints.
In addition, it provides guidance on procedures, activities, useful telephone numbers, courses and workshops. With this tool, it is sought that neighbors solve their concerns in a simple and direct way. Today, citizens can go to www.tigre.gov.ar and chat with a virtual agent 24 hours a day.
At the same time, the platform makes it possible to carry out a large number of procedures in an online manner, among which stand out: traffic infractions consultations; presentation of plans and procedures for particular works; shifts for driver's licenses; and payment of fees, consultation of debts and presentation of sworn statements.
