The bureaucracy meant for many years a real headache for millions of Argentines. The endless waiting, the excessive paperwork in many cases and the turns in order of arrival have been only some of the nightmares that many have gone through their lives.The state level, with its infinity of paperwork, has been in recent years a favorable ground for the adoption of innovative solutions related to the streamlining of projects. Technology, as in so many other opportunities, had to come to the rescue.In Argentina, one of the areas that has shown significant progress in the implementation of virtual solutions for citizens has been the National Directorate of National Registries of Motor Vehicle and Pledge Loans.Today, drivers can now take their registration on the cell phone and soon will add the green and blue cards, which will be available from the cell phone.In a dialogue with iProUP, Oscar Agost Carreño, National Deputy Director of the Registry of Motor Vehicle Ownership, assures that the project of the digital certificates is ready to be deployed throughout the country."We are quite advanced, our part of the program is almost finished, so we are optimistic, we set June as a tentative month, just in case, as it depends on several areas," the official affirms.Before consulting this medium, he anticipates that the production of this innovative solution does not mean abandoning the physical documents; On the contrary, these are two alternatives that will coexist in the medium term."The paper ID card will continue to exist for a few more years, since there is no Internet everywhere and many older people have not yet become accustomed to digitality, as a citizen, you can choose to have the physical option or not, since first we need a cultural change ", explains Agost Carreño.In the Registry they know about the dissemination and education work that this type of innovation entails. In 2016, with the launch of the Digital Title, they witnessed how many judges did not understand its use and public administrations had doubts about its management."At the beginning there were many fears, which were more abstract than concrete, there was still the feeling of not being able to touch something physical or thinking that if it was done by computer, many people would be left without work. implied the Digital Title as a specific concept ".To "loyalty" the proposal among state employees, the government agency implemented its own "plus for productivity": more procedures performed per day or hour, more money. This strategy allowed us to accelerate processes and capture many more requests online.The results were immediate: according to Agost Carreño, the Argentines began to receive the title on the same afternoon in which they managed it.On the other hand, discounts for digital transfer were agreed (up to 40%), since by requiring less resources for these procedures, this savings could be directly transferred to benefits for citizens.In this regard, it clarifies that the reduction ordered by the national Ministry of Justice includes tariffs and not the provincial taxes that govern in each jurisdiction. Of the money that is charged in a transfer, approximately 2/3 corresponds to provincial taxes.The possibility of making the transfer of cars and motorcycles over the Internet, using the 08 Digital, was implemented in September 2017 and, so far, 2.3 million transfers were recorded.Regarding the cedulas, he specifies that they will not promote sales such as the ones mentioned, since in this particular process there is no saving of resources but they are duplicated, something that, however, qualifies as "a necessary change".In addition, the physical version of the document will still be available for those who want to withdraw it and have it as backup in case of having its variant on the smartphone.Target: 100% onlineThe website of the registry receives some 50 million queries and procedures per year, which confirms that the migration towards 100% virtual solutions is a concrete path, endorsed by the users themselves.This transformation goes even further, since the reports, domain certificates and sales complaints are requested, paid and received over the Internet.From the entity clarify that the complaint of sale and domain certificate have become fully digital as of May 2018.According to Agost Carreño, since its implementation to date, were processed via web:- 546,861 domain status reports- 85,863 domain certificates- 203,200 complaints of sale"The next step, which will take shape now in March, is the launch of the digital signature for transfers of cars and motorcycles," says Agost Carreño.Up to the present, although this procedure can be done online, the signature had to be in person in the register or before a notary public. Soon, the buyer and seller can close the agreement online without going through the same physical location.One aspect to highlight is that the digital signature will work in all registers in the country, but it can also be used in any state agency that requires it, and even in the private sphere.The offline still resistsIn spite of all these advances, the face-to-face procedures continue and will continue to exist, so we had to work to improve them with the use of technology."The online shifts were the first things we put into practice, we had to improve the operation of the care centers so that people would not lose three hours doing a procedure and then another three hours to remove it," the official points out.Up to the present, according to the data collected by the Registry, 2.8 million shifts were requested via the web.Since May 2018, the historical paper forms (for example 02, 08, etc.) that were filled with carbon for more than 60 years were eliminated.Thus, those who decide not to perform their procedures online and do so face-to-face not only avoid waiting through the shift, but also deliver their ID and some other documentation in complex procedures and the Registry is responsible for loading everything to the system.The Deputy Director adds that this is done by using AFIP databases, People Registry, etc. In this way, he points out, "user attention is streamlined".Driving record, the antecedentThe Argentine Government announced in early February the implementation of the digital driver's license, which may be displayed to the corresponding authorities through the "Mi Argentina" application.By using this tool, local drivers will not need to carry the physical record with them.Andrés Ibarra, Deputy Chief of Staff, indicates that the user will validate their identity through the National Registry of Persons (RENAPER). And he concludes: "Attending to the whole world is our goal and digital and analogue coexist there".Digital GovernmentThe Government has faced different transformation projects since 2015, a task that has as a fundamental actor the Modernization Secretariat, commanded by Andrés Ibarra.From the portfolio they reveal to iProUP that more than 1,300 transactions can already be carried out through the internet in tramitesadistancia.gob.ar.The platform has 2,085,000 files, of a total of 3,460,000 initiates.
